What Is UDC?
1.Background: Free flow of information is one of the prerequisites for empowering the public. It is possible to make positive changes in their lives, especially through ensuring the flow of information among the disadvantaged people. The involvement of the local government organization is essential to ensure public empowerment by reaching information services among the mass population at the grassroots level. In this endeavor, steps have been taken to establish 'Union Information Services Center (UISC)' at the union level of local government department. UISC is a state-of-the-art information center (telecentre) - the purpose of which is to ensure information services at the doorstep of the grassroots people. Significant benefits to UISC include: Internet connection for communication at home and abroad at a very short time and low cost; Knowledge-sharing services by browsing the hundreds of web sites on different parts of the world by connecting to the Information Super HighwayInformation and services related to agriculture, health, education, law and human rights, employment, market, various government forms, etc. in VDO, audio, animation and text format in offline databases; There will be less cost-effective computer-based training programs and computerized commercial services, such as compositing, printing, photocopying, photo-screening and scanning.

2. Relevance'Digital 'Bangladesh is one of the main election pledges of present government. In order to implement this commitment, it is absolutely necessary to ensure free flow of information at the grass root level, which is possible through the establishment of UISC. Besides, the UISC programs can also play a significant role in achieving the goals of the government's Right to Information Act 2008. Meanwhile, the government is committed to providing information technology services among the public as one of the key signatories of World Summit on Information Society (WSIS) Plan of Action- 2003. To achieve the goal of the government's poverty reduction program, it has been given importance to ensure free flow of information. So by 2020, every union council in the country will be able to play a groundbreaking role in the field of knowledge studies and to develop the center of all development activities in the area.

3. Institutional engagement: UISC is a union based information service center, but it has the involvement of local and national level organizations for its proper implementation. Institutional engagement is mentioned below 3.1 Role of Union Parishad: Union Parishad is the original entrepreneur of UISC. Union Parishad will ensure overall supervision, management and accountability of UISC activities. However, the specifications of the Union Parishad are to allocate appropriate rooms for setting up of centers; - To purchase and supply the necessary materials outside the entrepreneur segment; - To purchase and supply the necessary furniture for establishment of the center; - Electricity connections, water connections and other necessary institutional facilities. - Provide necessary security; - UISC Management Committee Aryakrama cooperate closely to implement the solution; - UISCs the development of financial and infrastructure support from the local and national level to keep the role of supply; - UISCs paribiksana and evaluates the work; - Preparation of quarterly reports.

3.2 Role of the Upazila Administration (Focal Point): - Finalizing Union Parishad elections for UISC; - Assistance in providing / achieving the necessary administrative, technical and financial assistance to build the UISC as a financially independent organization; - Local government and non-government organizations To co-ordinate the role of coordination with UISC; - Compuata in all unions Print, make arrangements for the purchase of laptop and multimedia projector; - e-services and e-gabhanyansa made clear idea about the people's representatives and the public; - UISCs paribiksana and evaluates the work; - at least once per month to review the progress of the meeting. - Visit these centers on a fortnightly basis. - To send the monthly report to the district focal point in the prescribed form. 3.3 Introduction of the district administration (Focal Point): - To monitor the activities of the union and upazila focal points for the implementation of the UISC program. To provide universal support to the upazila focal points for the UISC elections; - UISC is required to make a financially self- Assistance in providing technical and financial assistance; - Other local Role of the District Coordinator to involve UISC with NGOs; - To create transparent ideas in the public relations and public opinion about e-service and e-governance; - Implementing field level training; - Monitoring and evaluating UISC's work; Meeting progress progress at least once a month. - Seasonal Priority visits during field visits; Priority visits. - Monthly report in the prescribed form to be sent to the Central Focal Point and the Prime Minister's Office. 3.4 Role of Local Government Division / NILG: - Policy and Legal Decision for setting UISC at the Union level; To issue Circular in the field for setting up UISC; Implement National Initiative Program; To ensure financial and technical assistance for UISC; For the donor organization and other related national and international organizations involved with this program - Providing assistance for establishing interconnected connections for the proper coordination of work; - Monitoring and evaluation of the UISC's work; - Preparation of Fiscal Report .3.5 Role of Access-to-Information (A2I) Program: - AuII Digital for UISC Creating the database will provide free and will provide technical support for the development of the Union Parishad and Entrepreneur (Capacity Building).

3.6 Role of Development Associates and NGOs: - Providing financial and technical assistance based on projects; - Provide comprehensive support to implement the program through area-based voluntary contributions and financing; 3.7 Introduction to Technical Support Organization: - Supporting skill development; - Providing assistance in the implementation of motivation program; - Providing assistance to the local entrepreneur selection; - Providing Technical Assistance to specific conditions for operation and maintenance. 4. Institutional structure: 4.1 Union Parishad election conditions: -1 for setting up UISC Among the important features of the first phase of Union Parishad elections are: - New Union Parishad Complex; - Electricity- - Units with Computer and Printer; - Hats and Barges adjacent to the Union Parishad; - Local Parishad areas always meet local people; - Union Parishad Especially enthusiastic chairman; - The interest of managing local unemployed youth UISC Yadi. 2. In the second phase - there is no new union parishad complex but the old building is usable; - There is power supply; - Though not computers and printers can be purchased from LGSP and revenue fund; - Union Parishad, especially the entrepreneurial chairman; - Interest in managing local unemployed youth UISC etc. . 3. In the 3rd phase - there are steps to set up solar panels at unions that do not have electricity; - Even if there is no computer and printer, LGSP and revenue can be bought from the fund; - Union council, especially the zealous chairman; 4.2 UISC Management: There will be a 7-9 member 'UISC Management Committee' for managing the UISC. The Chairman of the Council of the European Union will be officiating as the head of the committee. The term will be for two years. The UISC Management Committee will be formed in the direct vote of UISC General Committee members. However, before the completion of a full committee, the Union Parishad members will constitute an ad-hoc committee comprising of honest, intelligent and skilled people, for a maximum of one year in the first year. At least one third of the members of the committee shall be women; There will be representation of people of different professions in the committee. The Secretary of the Union Parishad will provide necessary institutional and other cooperation in discharging the responsibilities of the committee. The formation of the UISC General Committee will be as follows: 1. The elected representatives of the Union Parishads (as ex-officio); 2) All the government officials / employees working in the union level (ex-officio); ) Heads of all government and non-governmental educational institutions of the Union Parishad (ex-officio); 4) Government approved Pay Ward magazines, heads of local ward educational institutions and religious organizations (mosques, temples, churches, pagodas etc.) will be nominated by the ward representatives with regards to the discussion.

UISC Executive Committee will be formed as follows: 1) Chairman - Chairman of Union Parishad (Ex-officio) 2) Vice President - elected by the votes of general members 3) General secretary - elected by the votes of general members 4) Money nomination - elected by the votes of general members 5) Social inspiration And publicity secretary - elected by the votes of general members 6) Office secretary- elected by the votes of general members 7) Executive Members (three) - Responsibilities of the 4.3 management committee elected by the votes of general members: UISC management committee will perform the overall responsibility of the UISC. The specific responsibilities of this committee include selection of local entrepreneurs; - Buying and collecting the necessary materials of UISC; Providing necessary administrative and other assistance to the entrepreneur for establishing and maintaining the UISC materials; - To implement the motivation program for creating a wide range of interest among the people of the area, overall Providing assistance; - UISC's income-expenditure calculation at 4.4 Local entrepreneur: Minimum sense of computer usage is to select entrepreneurs from among the educated youth of the area. However, the priority of women and unemployed youth is to give priority. The 'UISC Management Committee' will choose candidates for the specific policy. The designated entrepreneurs of UISC will not be the recruited employees of the union council. They will provide a part of the total expenditure for setting up the UISC. In return, they will accept the income received from the UISC for the next three years of setting up the UISC. After three years, the union parishad will decide on the income distribution expenditure policy, considering the mutual interests of the entrepreneurs and the Union Parishad.

4.5 Local entrepreneur selection criteria: - Local entrepreneur (educated unemployed youth) - who has the ability and ability to invest 20,000-50,000 or more - who is zealous, hardworking and organizer; - interested people to take information services in the area Interest and skills to manage the necessary motivation programs to make; - those who are living in the area; - For the purpose of moral impairment or disciplinary action Not connected; - There is an initial idea or interest in computer management and information technology; - With the help of Union Parishad, local people have the interest to work with information services. 4.6 Duties and responsibilities of the local entrepreneurs - UISC is open to the public at the time of day, subject to the approval of the management committee; - Providing information services to the public; - establishing and maintaining the UISC instrument; - Creating a wide-ranging interest in information services among the people of the area. Implement various incentive programs; - UISC's revenue-related accounting and reporting are appropriate Abe to be carried out; - UISC Committee conducted monthly / bi-annual or other meeting of the Committee needs to be provided in accordance with the required information. 5. Infrastructure: UISC will be set up in an appropriate cell in Union Parishad. Union Parishad will provide necessary administrative support for the overall safety of the center and the operation of the center. Materials: In order to ensure better public information services in the area, a UISC will require multiple computers and related materials, which can be set up gradually. However a computer with a minimum stabilizer, a black screen printer, a color printer, a modem for connecting online, a scanner, and a digital camera can be started initially by a UISC. In the initial stage, it may require a total of 100,000 (one lakh) rupees for this purpose. However, for the full UISC management, there is a need for the following written materials: · 2 computers with stabilizer · 1 laser printer · 1 color printer · 1 modem · 1 scanner machine · 1 digital camera · 1 webcam · 1 multimedia projector with big screen · 1 generator based on local demand, no UISC Overwrite can be less than that.

7. Skills Development Program: UISC will provide necessary training to entrepreneurs operating the UISC. This training program will be organized centrally and locally (when applicable). Apart from this, Orientation Workshops will be organized from time to time to give an overall idea about the program to the members of the Union Parishad Chairman, Upazila Nirbahi Officer, District Focal Point and the members of various committees concerned with the implementation of the program. 8. Incentive activities: A variety of incentive programs will be adopted to encourage the mass population to receive information services from UISC. The program will be implemented at the local and national levels. Important national programs will include: TV and radio programs, newspaper reports and features, seminars, workshops etc. In the local level, the main activities of the entrepreneur and Union Parishad are to jointly organize private communication, gathering, rally, miking, exhibition of hats, leaflets, posters, stickers, organizing various competitions at school and college level etc. Upazila and district focal points will play an active role in this. Information services in the information service list of the UIIS will be available in both the information-offline and online. These database information and services will be arranged in animation, video, audio and text in these four formats. · Information on the internet (online): There will be internet connectivity in UISC through which any person in the union will be able to connect with the whole world. It is possible to find any information available from local and foreign websites as per the requirement. · Offline databases: There will be a huge database outside the Internet at UISC. These offline databases will have many useful information related services; Such as agriculture, health, education, law and human rights, employment, market, various government forms, etc. · Commercial services (1): UISC offers commercial services at affordable prices; For example - sending emails, browsing the Internet, composing computers, printing, phototrol, scanning, multimedia projectors, etc. · Business Services (2): UISC offers computer training at affordable prices and various skill training programs. Efficient training will be done on easy and affordable basis and using local technology on different income generating initiatives; For example, making various food items, making various industrial materials (eg candles), tailoring, repair of electrical materials, organic fertilizer production etc. Counseling services: The Union Council will ensure that regular counseling services are available from UISC so that government officials (such as agriculture, health etc.) are available. Counseling services will include advice on soil testing, fertilizers, pesticides, fish farming, health, land registration, law etc. The non-governmental organizations (NGOs) who work on the union, will also provide consulting services in the same way. Information and services will be provided free of charge to the UISC offline database. However, if you want to print any offline information and service in the form of text, then you will have to pay the price fixed by the UISC. All information related to online will be collected and paid by the service providers. All commercial services will be collected by paying the fixed price by the UIC. However, consultation services for government-non-governmental workers will be available free of charge.
